The Attorney General Hon. Dorcas Oduor today held a consultative meeting with the State Counsel deployed to all Ministries, Departments and Agencies (MDAs) in government.
The meeting was convened to ensure clarity of functions and draw a consensus on the Terms of Reference for the officers providing services in MDAs. Other discussions were on issues around Workload Analysis, Performance Management and Reporting Framework, Capacity building and Professional development as well as the status of delinking the Office of the Attorney General from the Public Service Commission.
The Hon. Attorney General informed the officers that already an Advisory body managing the emerging entity was in place and the Human Resource Management team was involved in preparing the requisite human resource instruments to support implementation of the directive.
She revealed to the officers the government’s intention to devolve services to the counties by setting up 47 legal units. This she noted, will require the deployment of State Counsel at the level of Deputy Chief State Counsel to head these units in supporting the BETA agenda and operations of the Government towards providing efficient service delivery to the people.
The Hon. Attorney General noted that the deployment exercise would be carried out with a lot of sensitivity, equity, transparency and accountability among other parameters that will be considered. She appealed to the officers to feel part and parcel of the office of the Attorney General and Department of Justice despite being deployed in MDAs.
The eminent changes, she affirmed will enable the Office of the Attorney General to contribute to socio-economic development of the country in manner that reflects the values and principles of good governance as espoused in the Constitution of Kenya.
